Activists push for statewide anti-bullying policies

Inspired in part by a recent protest over alleged bullying at a Haysville high school, some parents and at least one state education official say they plan to continue the fight for a statewide anti-bullying policy.

“There’s a lot going on behind the scenes. There’s a firestorm, actually,” said Walt Chappell, a member of the Kansas Board of Education who has lobbied more than three years for tougher, more standardized measures against bullying in schools.

“The response (from school district officials) so far has been, ‘It’s fine. Don’t worry. We’re covered,’ and that’s not even close to reality,” Chappell said. “We need to do something to secure the safety of children, and yet we can’t get past the denial stage.”

He plans to resurrect the issue during the state board’s meeting this week in Topeka.

Chappell and other anti-bullying advocates also plan to reintroduce a bill in the Kansas Legislature that would expand the definition of bullying and cyberbullying. The measure would require schools to investigate reports of bullying within a short time frame, use state-mandated disciplinary options and report bullying incidents to the state.

A state law passed in 2007 requires districts to implement anti-bullying plans that include training and education for staff and students, but it does not dictate how districts should handle or track reports of bullying.

Mark Tallman, associate executive director of the Kansas Association of School Boards, says his group opposed a measure drafted by Chappell and debated by the Senate Education Committee earlier this year because it would have burdened school districts with more work they neither have the staff nor the money to handle.

“We could require more reporting, more paperwork, more things to turn in than ever before. But I’ve not seen any evidence that suggests those things actually make the situation better,” Tallman said.

“This is one of a long list of places and issues where people feel our schools aren’t doing well enough. ‘Why aren’t they taking care of this?’ ” he said. “The challenge is, how do you balance those needs with all the other needs?”

Rick Morawitz, a Wichita father whose 14-year-old daughter committed suicide in 2011 after allegedly being bullied at school and online, now lobbies for more stringent anti-bullying legislation.

His daughter Rhianna’s memorial Facebook page has become a place where students and parents post messages about being bullied or stories of witnessing bullying at their schools.

Morawitz said he favors a statewide policy that would more specifically dictate how schools should handle reports of bullying, when they should inform parents and what consequences students found to be bullying should face.

Precisely what those procedures and consequences should be, though, are unclear.

“Even after everything we’ve been through, I can straight up tell you I don’t have all the answers,” Morawitz said.

“I don’t know what they need to do. But I know it’s a problem everywhere, and there really needs to be statewide” guidelines, he said. “If you leave it to each district to set up their own rules, they might or they might not.”

Miranda and Justin Miller, the parents of a 14-year-old Campus High School student, led a protest in front of the school last week, saying their daughter was severely bullied and that school officials did not respond appropriately.

A group of about 50 Campus students staged a counterprotest nearby, holding signs that read “Honk if you love Campus” and chanting, “Campus is safe.”

Miranda Miller said school officials recently agreed to transfer her daughter to an alternative high school — a move she said they initially denied because the girl is a freshman. Her daughter, who had threatened suicide, is doing better and is seeing a counselor, she said.

But Miller plans to join statewide anti-bullying efforts, saying she has heard from parents in Haysville and elsewhere who say bullying often goes unreported or is “brushed off as kids being kids.”

Liz Hames, spokeswoman for Haysville public schools, said she couldn’t talk specifically about incidents involving the Millers’ daughter — a common response from school officials, who are bound by student-privacy regulations.

But she said Haysville has instituted several anti-bullying education and prevention measures and takes the problem seriously.

Handbooks for Haysville students and parents, for example, clearly define bullying and list potential consequences. Depending on the incident, consequences may include temporary removal from the classroom, loss of privileges, suspension or expulsion.

Last school year, Haysville schools logged 97 incidents of bullying, Hames said. The district has about 5,200 students.

As a comparison, Wichita, the state’s largest school district with more than 50,000 students, logged 356 incidents of reported bullying last year — 124 in elementary schools and 232 in secondary schools.

Chappell, who will leave the state board in January after an unsuccessful re-election bid, said he wants his board colleagues to discuss the issue again but doubts they will.

Earlier this year, board chairman David Dennis called proposed legislation a “monstrosity” and said constituents complained that school districts would have to hire additional staff members just to keep up with bullying-report paperwork.

Chappell said he plans to continue and ramp up his efforts after leaving the board.

“We have state standards for all sorts of things — for math or for English or whatever,” he said. “I’m saying we should have at least minimum standards for safety and … protecting children.”

Bullying epidemic in the workplace and at universities – Times

In time for National Bullying Awareness Month, Jennifer Livingston, WKBT-TV news anchor in La Crosse, Wis., received an email from a viewer that criticized her weight and credibility as an appropriate public figure.

Livingston responded to her bully during an on-air special on WKBT-TV to stand up for herself and to take a stance on bullying.

“You know nothing about me but what you see on the outside, and I am much more than a number on a scale,” Livingston said.

Receiving worldwide feedback from the special she hosted, Livingston was featured on NBC’s “Today Show” and the “Ellen DeGeneres Show.” Livingston’s special also received over 10 million hits on YouTube.

On the special, Livingston spoke out to those affected by bullying.

“To all of the children out there who feel lost, who are struggling with your weight, with the color of your skin, your sexual preference, your disability, even the acne on your face, listen to me right now. Do not let your self-worth be defined by bullies,” Livingston said.

She turned her focus to National Bullying Awareness Month and spoke of changes that need to happen. Livingston repeated multiple times throughout the special that the Internet and schools are outlets for bullying.

However, Livingston brought the fault back to the parents, saying that bullying is a learned habit.

“We need to teach our kids how to be kind, not critical, and we need to do that by example,” Livingston said.

Erin Hall is pursuing her master’s degree in elementary education at Drake University and saw Livingston’s special.

“I think Jennifer handled herself and the situation appropriately and tastefully on camera,” Hall said. “She seems to be an intelligent woman and I hope that she didn’t let that cruel email get to her too much. She definitely did the right thing about talking about it.”

While Livingston stood up for herself, she also turned the focus to the changes that need to be made in our schools.

Kelly Friske, a 2012 Drake alumna, is a middle-school teacher in Colorado. Friske has noticed bullying in her classroom.

“Unfortunately, many of my students don’t understand when they have gone past joking to actually hurting someone’s feelings,” Friske said.

Friske’s school has an anti-bullying policy that punishes bullies by detentions or suspensions, as well as campaign posters around the school for National Bullying Awareness month. Although Friske sees bullying at a middle-school level, she believes bullying goes past the pre-teen years.

“I think that bullying continues into college and beyond. I think it can sometimes even escalate in college because unlike before you often can not separate yourself from the bully by going home from school, especially if you are living with or close to them,” Friske said.

Katie McCullough, sophomore studying biochemistry, cell and molecular biology, also believes that there is bullying in college. However, she thinks it is often overlooked.

“The school itself focuses more on Greek hazing than actual bullying. Drake pressures fraternities and sororities to take online seminars to prevent hazing, but I haven’t seen anti-bullying promotions outside of the Greek system,” McCullough said.

McCullough is a member of the Greek social sorority, Delta Gamma.

While Drake may not openly campaign against anti-bullying, the university does have a bullying policy in its student handbook.

According to the handbook, “We abhor acts of oppression, be they denial of freedom of expression; discrimination in its various forms of sexism or racism, or intolerance of religion, age, sexual orientation, or political beliefs; or harassment of any member of the University community.”

If bullying occurs to student at Drake, discipline can be given.

“Drake University will take such disciplinary action and respond with such sanctions as are deemed appropriate,” according to the handbook.

It is unclear as to what those actions are.

The other anti-bullying effort Drake provides is an online class for education majors. Susen Schirmer, an adjunct instructor and education counselor, teaches the three-credit hour online anti-bullying class.

“The online class is an effort to help educators understand what bullying is and is not as well as what they can do to help stop this epidemic that is hurting our kids,” Schirmer said.

The class was a bronze award winner at the United States Distance Learning Association’s annual conference in St. Louis, Mo., in April.

Schirmer agrees bullying continues into college years and longer.

“The long-term effects of bullying in some circumstances can be likened to PTSD. Of course, bullying behaviors often carry over into adulthood, just watch a bit of television and you see countless examples,” Schirmer said.

Schrimer believes bullying is growing problem as well.

“Current estimates in Iowa estimate that 85 percent of students K (to) 12 have experienced bullying and that number continues to climb. The Internet certainly impacts this as it can send a message much quicker and to a broader audience 24/7,” Schrimer said.

Immigrant Council of Ireland’s (ICI) believes racist bullying in Irish schools is being ignored

Teachers and school authorities are to address racial bullying, according to the Immigrant Council of Ireland’s (ICI) submission to the Department of Children and Youth Affairs.

The group, which represents migrants in Ireland, said “visible minority” groups are being bullied by their peers, including verbal bullying and physical violence.

ICI have said that this bullying in schools is being passed over and ignored with the view that “bullying happens to all children”, according to report in TheJournal.ie. Teachers’ groups have disputed this claim.

The group says that some migrant children have been advised to develop a “thicker skin” when they have reported racist incidents at school.

According to the documents submitted to the Irish Government, “One of the greatest barriers to tackling racial bullying is the reluctance of adults and authorities to acknowledge its existence and prevalence, as there remains an opinion that bullying happens to all children.”

It continues, “Not only is racial bullying not being tackled, but there is a risk of developing a culture of victim blaming in which reports of racial bullying fall on deaf ears.”

Brian Killoran, ICI’s information coordinator, told TheJournal.ie that Ireland’s national education system has not kept up with the changes in Ireland’s society.

Currently one in every seven children in Ireland is from a migrant background.

The document states, “Recent research in north inner-city Dublin has highlighted that migrant-origin boys experience both overt and covert forms of racial bullying.

“A high prevalence of racist name calling and physical violence was also recorded.”

The Irish National Teachers Organization (INTO) said that they have been working on tackling bullying. A spokesperson said thousands of teacher hours are spent annually on bullying issues. They also rejected the idea that they were failing to keep up with the times.

They said, “Teachers have long rejected the concept that bullying happens to all children and have been in the frontline when it comes to dealing with these changes.”

Buckhorn Middle School, SGA ganging up on bullies with award-winning program

NEW MARKET, Alabama — A group of seventh- and eighth-graders at Buckhorn Middle School were talking about how they’d been bullied – one because of his size and another because she can’t hear out of one ear – when one student shocked them all.

“I’ve tried suicide,” said the soft-spoken eighth-grader, who asked to remain anonymous because he hadn’t told his friends, parents or even the grandparents he lives with. “I tried it the first of February.

“I stuck a gun in my mouth and pulled the trigger … but the safety was on. I was ready. Everybody hates everything about me.”

The good news for this young man is that Buckhorn Middle School – thanks to administrators like assistant principal Dr. Jackie Hester and the Student Government Association – has one of the nation’s top anti-bullying programs in place. On that same day she learned of the student’s suicide attempt, Hester got him help.

“We had a good conversation,” Hester said of her chat with the young man. “We are all working to help him get to the place he needs to be to prevent anything like that from happening again. That’s what this program is all about.”

The program is called PRESS to Stop Bullying. It stands for providing a positive, open safe environment; reporting systems; educating students and stakeholders; stand up and be a bystander; and snitch-free environment. PRESS to Stop Bullying was named one of the National Exemplary Bully Prevention Programs in the U.S. during the School Safety Advocacy Council’s National Conference on Bullying in Orlando.

One of the key features of PRESS is a red button on the Buckhorn website, allowing students and parents to report bullying and similar activities. The results speak for themselves. Since the inception of the program Buckhorn Middle has seen less fighting and defiance of authority, Hester said.

Major problem

Programs like PRESS are needed in schools across the nation because, according to the Centers for Disease Control and Prevention, “bullying, particularly among school-age children, is a major public health problem both domestically and internationally.”

In Madison County, there are likely hundreds of others who have been bullied, just like the eighth-grader who attempted suicide. Several students from Buckhorn’s SGA, which has joined the school’s anti-bullying fight with the slogan “It’s not big to make others feel small,” offered to tell their stories anonymously.

One seventh-grade girl said classmates called her “stupid Mexican” and “illegal immigrant” because she’s half-black and half-Mexican. Another seventh-grade girl said classmates made fun of her Holiness religion and the skirts she wears.

An eighth-grade boy said classmates make fun of his weight. Another seventh-grade girl said classmates called her “grandma” and “old lady” because she has a hearing disability in one ear. A seventh-grade boy said classmates made fun of his size and hit him so badly he also considered suicide but told his dad, who helped him get counseling.

Two years ago, a bullying incident reportedly led to the death of Todd Brown at Discovery Middle School. Hammad Memon goes on trial for the shooting on June 18.

“That was heart-wrenching,” Hester said of the incident. “You don’t expect that to happen in our schools. We’ve got to do what we can to prevent a similar situation.”

Hester started thinking about PRESS to Stop Bullying in 2010 when she witnessed overcrowding and bullying in the old Buckhorn Middle School (the new school was built two years ago). Another factor was a bullying survey from Athens State University. But her passion goes back to her own middle school bullying nightmare on March 8, 1990.

Hester pulls out a scrapbook with yellowed newspaper pages and flips to a particular page. The story is about an eighth-grader at Johnson Junior High School in Limestone County who pulled out a gun as Hester sat on the front row. He’d had an argument with his girlfriend and was upset, but when the girlfriend had a seizure he let the students leave the classroom one by one, Hester said.

“I wasn’t able to tell anyone about that story until a year or so ago,” Hester admitted. “It was very traumatic. That’s why we’ve got to stop bullying.”

BULLYING

Covering Chardon High School shooting while balancing speed, accuracy: Ted Diadiun

When a huge, wide-ranging story breaks, a newspaper immediately runs up against two urgent yet conflicting instincts:

1. Get the news online and into print as quickly as possible.

2. Don’t do it before you’re sure you’ve got the facts right.

So it was with the shooting tragedy at Chardon High School that dominated the news last week.

The first part is not very complicated — empty the newsroom, come up with a coverage plan on the fly, send back a cellphone photo and the first bare facts for online as soon as you get there, follow the story, talk to everyone in sight . . . in short, do what news folks do.

The second is trickier.

Naturally, the obvious first question on Monday was: Who fired the shots? One name was on everyone’s lips. But we were dealing with a minor, and The Plain Dealer has a long-standing policy of not naming kids who are in trouble until they are charged as adults — and then, only after authorities have confirmed their names.

On a story like this, though, you can’t follow the rules blindly. So at 12:17 p.m. — long before T.J. Lane was charged but when editors had absolutely no doubt that the 17-year-old was the person who fired the deadly shots — they posted the name on cleveland.com. That brought a few questions from readers who, reasonably, wanted to know why we had published his name before police officially announced it.

The tipping point was an interview reporter Patrick O’Donnell had with Nate Mueller, a 17-year-old junior who was nicked in the ear by one of the shots, saw the flash from the gun and watched his former friend shoot three students he’d been sitting with just moments before. That is about as solid as information gets.

“It was the heinousness of the crime,” said Chris Quinn, the assistant managing editor who directs the paper’s news operation. “Our policy of not naming a child until he is charged as an adult is there so that the mistakes of youth don’t stay with a kid. The permanence of the Internet means that anything we write stays with you forever. But we were sure of our facts, and that policy isn’t going to save someone’s reputation in the case of a mass shooting.”

But when three photos purporting to be the shooter began circulating on blogs and email in the late morning, things weren’t quite as simple.

The photos, one of which showed a slight young man brandishing two handguns, seemed to be legitimate and immediately began popping up on television news coverage, sometimes with the face blurred, sometimes not.

“The Internet Age is terrible for that sort of thing,” said Quinn. “I couldn’t believe the things I was hearing and seeing on TV — unfiltered ru mors just going right on the news. Naturally, you want to post news right away, but we weren’t going to do it before we were sure. So we sent the photos to our reporters on the scene, and they took it to school officials, who said that it wasn’t T.J. Lane.”

The photos never appeared in The Plain Dealer or on cleveland.com. (There’s a reason the newspaper is usually the go-to place for people in search of news they can trust. For the record, cleveland.com had nearly a million unique users on Monday, by far its highest total for a single day.)

Right around the corner

The Plain Dealer had a total of 10 journalists in Chardon covering the story, but two were on the scene right away: Reporter John Horton and photographer Thomas Ondrey each lives within a long stone’s throw of the high school.

Proximity to the story was a double-edged sword for Horton, who grew up in Chardon and went to high school there. He was making breakfast for his two young sons when he got a call from the newsroom and then heard the sirens. His daughter had already left for the middle school, where she is an eighth-grader.

He sent his sons to stay with a neighbor and rushed to the school on foot.

“It’s an odd spot to find yourself in,” he said. “You want to cover the story and let people know what went on, but when I heard all those sirens, my heart just dropped. I know a ton of kids in that building, I know their parents. I knew my daughter was safe, but she was in lockdown in the middle school. You’re trying to assess the situation and do your job, but your heart’s just breaking because you know somebody’s kid is in trouble in there.”

Horton has strong connections to the town and the school. He was a classmate of Nate Mueller’s father. His kids are friends with neighbors of the victims. He once took one of Lane’s cousins trick-or-treating with his children.

He wrote a personal story about the experience for the Wednesday paper, leading with the line of parents he saw filing past the school superintendent, checking on their children’s well-being.

“It was the most chilling thing I’ve ever seen,” Horton said. “People were tossing out a name and just hoping he wouldn’t say, ‘You need to come with me.’ ”

Ondrey was sleeping in on his day off, and first began to suspect that something was wrong when he heard his dog barking, looked out the window and saw a park ranger with a rifle at the end of his driveway.

He pulled his clothes on over his pajamas, went outside to make that photo (which ran on cleveland.com), then jumped in his car and followed the sirens, getting to the school not long after the shootings. It was his photo of a mother and daughter that ran on our Page One — and in many newspapers around the country — on Tuesday.

He hasn’t been in Chardon as long as Horton, but still was stunned at the transformation of his quiet little town. “I’ve never seen such a mass of media and police,” he said. “Trucks, sirens, satellite trucks, cameras, helicopters . . . .”

Like everyone else, though, Ondrey attended to business, staying on the scene until late that afternoon. Still wearing his pajamas under his clothes.

Will political bullies decide water policy in Florida?

Maybe you thought the state’s water management districts had been picked on as much as possible, that they had been left so broke and powerless they were no longer worth anyone’s trouble.

After all, the Legislature had already slashed the districts’ budgets, and Gov. Rick Scott had stocked the board of the Southwest Florida Water Management District with politically beholden folks — including two former members of his transition team — and then stood by as Swiftmud’s basin boards were dismantled.

But it turned out all this was just a warm-up for the real bullying.

Later this week, the state Senate is expected to take up a piece of legislation (SB 1986) that will restructure the way the districts’ budgets are set and, along the way, undermine the founding principle behind the formation of a statewide network of districts 40 years ago.

Water management wasn’t centralized, said former Department of Environmental Regulation (now Environmental Protection) Secretary Vicki Tschinkel, because state leaders at the time believed local representatives would have the most knowledge about their region’s water supply and the most interest in protecting it. Governing board members weren’t elected so they could be spared from direct political influence.

This bill, on the other hand, gives direct control for every line item in the districts’ budgets to the governor and Legislature. And to see how this also means control of policy, consider what this bill says about regulation — that it should no longer be one of the districts’ core missions, but a fringe duty funded separately by the Legislature.

So what happens if a district tries to make a powerful industry or landowner follow its rules? It can be punished, of course, and punished in a way that lets it know exactly what it’s being punished for.

Expect lots of empty desks in the districts’ regulatory offices, said Tschinkel — who has studied this issue for the bipartisan Florida Conservation Coalition — and a distinct chill for anyone who thinks seriously about protecting lakes, rivers and the aquifer.

What other duties would no longer be among the districts’ central mission if the bill becomes law? Buying and restoring natural lands. Of course.

Also outreach, which doesn’t sound like such a bad thing until you consider that this has always included trying to teach Florida residents that they can easily use less water.

And instead of that very cost-effective way to ensure water is available for future growth, the Senate bill opts for a much more expensive method: “water supply, including alternative water supply, and water resource development projects.”

That might include potentially beneficial but very costly projects such as desalination plants. Or it might mean pumping water from places where it is relatively plentiful, such as northern Hernando County, to places where it isn’t, including most of Central Florida.

It definitely means there will be a scramble among lawmakers to get their legislative districts’ share — or more than their share — of projects and water. And it means the distribution of these resources won’t be determined by the needs of residents or the environment, but by political muscle.

So it’s no surprise that this bill was diverted from one Senate committee that might have voted it down and instead appeared and quickly passed through the Appropriations Committee headed by JD Alexander, R-Lake Wales.

We can’t say for sure that this bill will allow Alexander to bring home an expensive pipeline project that his district needs for future development. After all, this is his last session.

But you know his most publicized pet project, the independent university he wants for his district, and how the battle over it has been ugly and messy and contrary to the interests of just about everyone involved?

Well, if this bill passes, setting water policy in Florida could look lot like that.

Anti-bullying bill heads to governor

COLUMBUS, Ohio (AP) – The Ohio House has approved changes made by the Senate to an anti-bullying bill, its last hurdle before it can go to the governor’s desk.

The House agreed to the amendments Wednesday, and Gov. John Kasich’s spokesman said the governor intends to sign it into law.

The bill, referred to as the Jessica Logan Act, is named for a Cincinnati teenager who hanged herself in 2008 after weeks of bullying at her school.

It requires schools to expand bullying policies to include harassment and intimidation sent electronically, such as over the Internet or mobile phones. Among other provisions, it also says policies must be extended to school buses, that training must be available for staff and that parents are to receive an annual bullying policy statement.

    I WAS bullied at school. This was the 1960s and it was seen then as part of growing up.


    You didn’t dob or you’d be hammered behind the shelter sheds. You didn’t tell your parents as they would simply say it was part of learning to be a man.

    To be a man, I joined the school cadets. It was here that I understood what institutionalised bullying was all about. If you wore a peaked cap and had pips on your shoulder epaulets, that sanctioned you to do exactly what you liked.

    I was humiliated and beaten. I lasted a year. I still have an aversion to seeing army uniforms.

    It was some comfort that when I left school and began training as a teacher that I realised that there was a raft of literature devoted to bullying. I was not alone. I read of Australia’s legendary ballet dancer Robert Helpmann and how he was bullied unmercifully at school because he could dance.

    And I read with gut-turning revulsion the frank admission of the historian Manning Clark, how when he was a student at Melbourne Grammar, the terrors of the notorious long dorm were visited on him and he was subjected to what he described as the “theatre of cruelty”.

    When I became a teacher I entered the classroom feeling for the broken and bereft, the small, the timid, the socially outcast, the dull, the nerdy kids and the students who were gay.

    The daily terror that gay boys felt of being discovered or even suspected is a lingering reality. It still continues today. If you are called a “fag”, you will be a school leper.

    This is why the campaign against bullying of all kinds is long overdue.

    When I began teaching, computers were not commonplace. Cyber bullying was unknown, not to mention texting or sexting. It is hard to imagine a more pernicious and devastatingly insistent form of harassment. It only takes one word, one image.

    When I taught girls and boys, I was stunned by the savagery of girls. This was not physical beating, common with boys and my own direct experience, but in the subtle word said in a whisper at the back of the classroom. Then there were the looks.

    It took the merest glance, shared among a group of girls to communicate eloquently, an

    opinion of a singled-out girl ready for pecking until she broke. It was calculated, sinister and utterly effective.

    When you talk to people about school life, those who loved school were generally not bullied. Those who didn’t often were subject to the kind of insidious drip, drip of a daily torture that frequently caused the victim to underachieve. The unfairness of this is obvious.

    In every school children are bullied. It is not good enough to say that it comes with the territory of growing up, or if you can’t cope then you are not strong enough, manly enough or – in the case of girls – smart enough, stylish enough or strong enough to know how to deal with it.

    Even schools with well established bullying policies are not immune from the wind-up in the corridor, not by the muscled thug or the peer group-leading little Miss, but the student who gets a kick out of watching someone suffer.

    I have seen this in English schools and in Australia. Bullying reduces individuals. It demeans the spirit and makes them less than what they can be, often for life. For this reason alone, we all should take the pledge.

    D70 to launch anti-bullying program

    Pueblo County District 70 hopes to soon launch a new bullying
    prevention program that would allow students to seek safe havens at
    designated local businesses.

    Angela Jensen, wellness coordinator for the district, told the
    school board Tuesday night the district is partnering with Pueblo
    City Schools and local law enforcement agencies to offer the safe
    haven program to students.

    The school board is expected to vote on whether to implement the
    program at the Jan. 3 meeting.

    Jensen said city schools officials asked District 70 to be a
    partner in the program aimed at keeping students safe from bullying
    by providing designated businesses in the area where students can
    seek refuge.

    Businesses, particularly those frequented by students, will be
    sought out as potential safety areas, she said.

    Those business owners who agree to participate will display a
    poster indicating they are safe havens for students who may be
    feeling harassed or bullied.

    The businesses will be instructed on what to do if a student seeks
    refuge at their locations, including calling law enforcement.

    Students will receive instruction on what the safe haven is and how
    it is to be used, Jensen said.

    Studentsalso will be given a list of businesses that have agreed to
    participate in the program.

    Jensen said the goal is to have the program begin in January or
    February.

    In another item Tuesday night, the board renewed the contract with
    Beulah Ambulance and Emergency Medical to house an ambulance in a
    garage on school property.

    The Australian-born Crown Princess of Denmark was in Melbourne yesterday offering her contribution to child safety at a lunch for The Alannah and Madeline Foundation.

    Mary is the international patron of the foundation, which protects children from violence.

    Cyberbullying was the topic of discussion over the lunch, which was also attended by the Prime Minister, Julia Gillard, the Victorian Premier, Ted Baillieu, the television host Lisa Wilkinson and the child psychologist Michael Carr-Gregg.

    The foundation this year launched the eSmart program, which educates children about online safety, with the aim of rolling it out to all Australian schools.

    The princess said keeping people, especially children, safe from violence was one of society’s most important responsibilities. Since last Saturday, the princess and her husband, Crown Prince Frederik, have had a week of official engagements and have been travelling with their 10-month-old twins, Prince Vincent and Princess Josephine.

    After their official tour, the royal couple will be joined by their two older children, Prince Christian, six, and Princess Isabella, four, for a family holiday in Tasmania.

    Bullied into submission

    If there are any doubts schoolhouse bullies still exist, details from an Allen County lawsuit should dispel them.

    The lawsuit, filed in October 2010 by the parents of a former student at Fort Wayne’s Most Precious Blood Catholic School, maintains that the student – in sixth and seventh grade at the time – was pushed up or down stairs at least 25 times by a classmate. Two other classmates allegedly jumped, pushed, punched and battered the student, who suffers from cerebral palsy and wears leg braces.

    The abuse included “slanderous slurs regarding sexual orientation, physical abilities, and negative information regarding the parents of the student,” according to the suit.

    The Fort Wayne-South Bend Roman Catholic Diocese originally agreed to pay $10,000 to settle the lawsuit, but announced Monday that it was rescinding the offer because it had become public. Parents of two of the students named had agreed to pay a total of $9,750.

    In their last session, lawmakers had a chance to strengthen Indiana’s anti-bullying laws. But the bill, sponsored by Republican Sens. Tom Wyss and Dennis Kruse, came under attack by religious conservatives. Sen. Jim Banks, R-Columbia City, said he voted against Senate Bill 538 because it “opened the door to hate-speech types of issues.”

    The Indiana bill would have made cyberbullying a crime, as harassment on Facebook and other social networking sites can be as harmful as an encounter in a school hallway. It’s problematic to target student speech itself, but the language appeared to give proper focus to actual harm caused.

    The Indiana Family Institute, one of the groups opposed to the bill, charged that it “would have given homosexual advocates in schools a weapon to silence completely appropriate discussions by students who oppose the homosexual political agenda by opening up the definition of bullying beyond that which the average Hoosier would recognize.”

    Wyss rejected an effort to amend the bill so that it allowed an exemption if the bullying actions were based on religious grounds.

    In Michigan, however, a similar amendment was approved. The state Senate there inserted language to allow for verbal bullying, provided it was motivated by “a sincerely held religious belief or moral conviction.”

    The Michigan legislation was dubbed “Matt’s Safe School Law” in honor of Matt Epling, a Michigan teen who killed himself in 2002 after prolonged bullying. His father, Kevin Epling, posted on Facebook after the Senate vote last week: “I am ashamed that this could be Michigan’s bill on anti-bullying.”

    Sen. Gretchen Whitmer, a Michigan Democrat, called the Republican amendment “a blueprint for bullying … legitimizing excuses for tormenting a student.”

    No excuses should ever be allowed for bullying. A law that offers one is worse than no law at all.

    These students are more likely to be targets of bullying than some of their counterparts, the DNAinfo.com reported.

    White House officials said that nearly one-third of all school-aged children are bullied each year, or about 13 million students.

    “Post 9/11, bias-based bullying toward religious and immigrant communities has been a consistent issue, and it continues to be under reported,” Thomas Mariadason, an attorney at the Manhattan-based Asian American Legal Defense and Education Fund, said in a statement.

    The day-long summit included a panel with representatives from Facebook, MTV and Common Sense Media, who discussed online bullying and how to stay safe on the Internet.

    “We’ve seen the egregious effects bias-based harassment has on students when there is a failure to intervene, from the violence at South Philadelphia High School in 2009 to reports we received in years past from the former Lafayette High School in Brooklyn,” Mariadason said.

    “The problem persists, and it is a critical time for the White House to address these issues” he said.

    The event aims to raise awareness about harassment of Asian and Muslim Americans, encourage students, parents and advocates to report such incidents and discuss possible solutions, according to federal officials.

    The city’s teachers union recently unveiled a new anti-bullying hotline for kids.
